Fix for Windows 7 Installer Issues

If you having the dreaded Windows Installer Stopped Working issues like below. I have been fighting with getting the java SDK installed because of this issue :(

try the following.

start regedit
navigate to HKLMSoftwareMicrosoftSQMClientWindowsDisabledSessions
rename MachineThrottling to _MachineThrottling

This fix does work for me but i cannot take credit for it. I found it on at the following link.
